WEST BEND, Wis. (AP) - A former restaurant cook who has pleaded guilty to a food-tampering charge in Washington County has been sentenced to six months behind bars and three years probation. So what in the world is going on in City Hall?  I venture in the front doors only rarely - usually to pay a water bill or attend an occasional meeting - so I am not privy to what goes on behind closed doors.
