It appears that Project 50 mimics the Housing First model by targeting those who are chronically homeless and have very little hope of ever turning that around on their own. These are the folks who are either so mentally or physically ill, or have such insurmountable societal problems as to relegate them to the streets and alleys forever without intervention.
