What's disturbing about this piece is that a judge uses the condition of homelessness as a punishment to mete out to someone.

This odd choice carries with it an insidious perception builder among those who don't know better - and there are many out there that don't: homelessness is bad because it's used as a punishment, so those who are homeless must then be bad persons, otherwise, why would they be homeless?
