It's a vicious circle, you know. Mentally ill person gets popped for "quality of life" violations, which generates a judicial system record.

Mentally ill person tries to find job, cannot because of record, sinks further into mental illness which is now exacerbated by acute and/or chronic depression, wanders the streets homeless and picks up another quality of life violation, making his/her outlook even dimmer for future employment and a legitimate way off the street.
