Yep, blame it on the homeless folk; nevermind the slobs who toss out dirty diapers, fast food bags, soda bottles filled with pee or ashtrays overflowing with cigarette butts.  Ignore those morons who fly down the highways with crap flying out of the back of their pickup trucks, trailered boats, and RVs.

It's simply stunning that Allentown is just now beginning to use the approach Nashville has been utilizing for years in assisting the Homeless. It illustrates how out of touch many cities are in dealing with the homeless crisis that has devastated families and individuals from coast to coast.
