I had spoken with him last year and he said he was probably not going to run again. I was sort of surprised when he picked up his petition and turned it in. Two Democrats had already filed in the primary before he dropped out so he was facing a race. Mr. Toll Road Not Seeking Re-Election19

Frank said he saw little to no use in spending hundreds of thousands of dollars putting up signs letting people know what watershed district they were in. Tolls, Ain’t That A Bridge14
