Politicians are scrambling to figure out how best to use our state’s lottery surplus:

“We started out so very conservative with expenditures,” said Rep. Les Winningham, D-Huntsville, chairman of the House Education Committee. “The reserve has got to be used in some way, and we’ve just got to determine how.”
