It looks like State Senator Jim Tracy, R-Shelbyville, believes that country dogs and cats deserve quality health care, but country people don’t.

Oh yeah, that will work. Of course, the onus is on the individual to prove they are poor enough to receive an exemption.

What are these moronic public administrators thinking? Many of the folks who need health care coverage the most will never even see any info on this "individual mandate," and even if they did, do administrators honestly think that they'll give two squirts about filing for an exemption?

Sigh.
