The old black woman from Memphis, Rep. Steve Cohen, is introducing a bill which would require the Attorney General to "create a pilot program to examine racial and ethnic disparities in the criminal justice system within 10 U.S. districts across the country."

"It was the crack epidemic — at its height in the 1980s — that prompted the federal mandatory minimums for drug offenses."
